1977 - 1985 Responsibilities and Achievements: · Responsible for all financial and accounting aspects of the business including payroll, financial planning and general administration. In addition to company operations, Mr. Heavens was responsible for the financial management of construction and consultant contracts on behalf of the Department of National Defence - volume $400 million per annum. ·
Responsible for
all contracting activity which included the public tendering, and subsequent
analysis and awarding of approximately 1,000 construction and maintenance
projects annually. In addition to
these, there are over 300 contracts awarded to architectural, engineering and
management firms for the provision of service to the Department of National
Defence. These contracts were
awarded based on the analysis of responses to requests for proposals. ·
The European
operation of the company was Mr. Heavens’ responsibility. As
bases were closed, the concentration of effort in this area was the presentation
of claims for Canada's infrastructure investment on former military bases in
Germany. This included direct
negotiations with the German government. To
date through the efforts of the team, Canada has received almost $65 million
from Germany. ·
Overall
responsibility for information systems. Installed
an information management system, using a central computer in Ottawa with data
links to the company's 40 field offices located on military bases. ·
Responsible for
the coordination of the company's approach to "problem contracts".
This included direct negotiations with contractors and consultants,
interfacing with the Department of Justice and representing the company, if need
be, in court. Previous

All of these positions were in the field of accounting and, for the most
