Environmental Re-development
-
Yarrows
Re-development, CFB Esquimalt
Project/Development Manager for the re-development of the old Yarrows
shipbuilding site. The site was
contaminated from previous activities over the last hundred years and had a
large environmental component to it. The
owner was able to deal with the contamination on a risk assessment basis. Phase
One of the plan was completed including a contaminated soils storage facility,
access roads and a new 138m jetty in the fall 1998.

Panning
Preparation and planning of a reallocation of office space with in BC
Transit’s Victoria properties to right size work spaces to a more
appropriate configuration. Included in the mandate was the preparation of
concept drawings for future contracting.

Consultant
Contracting
Responsible for the selection, procurement, negotiation and management of
consultant contracts up to $100,000. in fees for over 10 years.
This included NAFTA, Inter provincial trade and other government
contracting requirements.

Build/Alternative Contracting
Responsible for the set-up of various contracting processes for project
implementation including two-envelope design/build and best value contracting

Installation
of new Fish Farm Infrastructure
Project management and development of new catamaran fish pens for
Pacific
National Aquaculture Ltd..
This included quality assurance and quality control of third party supplied
fish pens and development and procurement of
anchoring systems, net change systems, feed barges, and waste removal
systems. This represented a capital investment of
$20 million over one year.

Forward
Operation Locations and Short Range Radar, Inuvik, NWT
Responsible for the on-site operations during one construction season of two
major construction projects totalling $80 million over three years.
These projects dealt with consultant and contractor co-ordination in 11
remote sites across the northern coastline

Ship Repair
Unit (Pacific), CFB Esquimalt, B.C.
Managed the construction phase of a major jetty and industrial ship repair
complex. Management of this civil
construction project included direct supervision of 11 people and indirect
control of the contractor's work force of over 150 people.
The result of this project was a $50 million Industrial Workshop and
Jetty Complex to maintain the Pacific Fleet.

CF-18 Construction Program, Cold Lake, Alberta.
Responsible for the
successful implementation of the new infrastructure required in support of the
CF-18 Fighter Aircraft. This equipment-driven program required the co-ordination
and management of four different consultants and up to ten different
construction contracts to put the support buildings in place prior to the
arrival of the new fighters. This involved delivery of $26 million worth of
construction in sixteen months. The
program was on time and on budget

Long Range Patrol
Plane (Aurora) Infrastructure, CFB Comox, BC
Successful implementation
of the new infrastructure required for the Aurora long-range patrol aircraft.
This involved an RF-shielded room in a 24-hr /7 day a week facility, and
an aircraft wash facility

Organisational
Change, CFB Esquimalt
Was a key member of the implementation team charged with re engineering the
Construction Engineering Organisation at CFB Esquimalt.
This entailed team building, and reviewing the why's and how’s of every
function carried out by the organisation with a view to more effective
operation.

System Rollout, Western Canada
Responsible, as part of the corporate team, for the co-ordination and
implementation of the Western Region Strategic Information and Management
System.

Long Range
Plan For British Columbia
Required looking at best possible solutions for providing a viable Project
Management Organisation for the next five years.
Claims & Arbitration

Claims
analysis
Assisted in the delay
analysis of two large government projects which were subject to potential
litigation

Changed
Soils Condition Arbitration
Successfully co-ordinated the support of the first commercial arbitration
entered into by the Federal Government on a construction contract.

Delay
and
Impact Claims
Co-ordinated the defence of a major claim for delay and impact, heard before the
Contract Disputes Advisory Board. The
claim was settled to the owner’s satisfaction at a fraction of the original
claim.

Litigation
Support
Provided strategy and litigation support on a changed soils condition/delay
claim. While still ongoing, the
quantum has been substantially reduced.

Dispute
Resolution
As an ongoing responsibility of the Area Engineer Position disputed work was
reviewed and brought to resolution. Many
of these claims entailed hundreds of thousands of dollars
