ACCOMPLISHMENTS
Energy
Management
In industry, practised good energy management as a project design engineer; as a
maintenance supervisor responsible for plants, building and power services; and
as a plant manager with an annual gas and electricity budget of $5,000,000.
In government, shared in the direction of the Department of National Defence's (DND’s)
energy management program (1988-1996): through monitoring the energy performance
of Canadian bases, setting policy and targets and providing advice to bases and
senior management.
From 1992 to 1996 acted as DND’s primary contact on Energy Performance
Contracting (EPC).

Management
As Chief, Environmental Regulatory Division, developed an effective regulatory
team and reached consensus with the major pipeline companies on the
environmental requirements during construction
As Plant Manager of a petrochemical plant, cut the capital cost of a plant
expansion by 25%, reduced maintenance costs by 18%, reduced sulphur dioxide
emissions and saved $7/ton in the processing of waste acid
As Maintenance Supervisor directing a team of 87, recommended and carried out
re-organization of site maintenance, reduced maintenance costs while improving
morale and maintaining an excellent safety record

Processes & Government Affairs
As Regulations Engineer, developed and processed for enactment PCB regulations,
assisted in developing and implementing procedures for administering the Ocean
Dumping Control Act and processed the first two permits under that Act
As Program Engineer, initiated, developed and maintained effective
interdepartmental programs through liaison with the departments of Public Works,
Agriculture and Solicitor General
Procurement/Contracting
Prepared terms of reference and acted as scientific advisor on a contract for an
industry/government workshop on phasing out the use of PCBs
Established specifications and evaluated bids for process control instruments
and chemical equipment
Worked with manufacturers to correct faults in operating equipment
Directed consultants carrying out a studies of radon levels in 1000 residences,
preparing and delivering energy training, carrying out energy audits, analysing
buildings using BESA, and developing energy contract documents, energy awareness
courses, and carrying out energy audits
Cost-Benefit
& Economic Viability
As Development Engineer: analyzed markets; estimated the capital investment,
working capital, raw material and operating costs; and determined the discounted
cash flow rate of return for new manufacturing plants
As Head Energy Management, determined economic viability of energy efficiency
retrofits, developed Net Present Value Criteria to evaluate proposals for DND
energy performance contracts, and acted as advisor on federal government project
to determine benefit/cost of “Greening Initiatives”
Throughout career made extensive use of cost-benefit and life-cycle costing in
decision making
Negotiations
As Development Engineer, evaluated long-term contracts for the supply of ethane
and estimated suppliers' potential costs in order to facilitate effective
negotiations
As Regulations Engineer, chaired the industry/government steering committee
which worked with manufacturers to reach consensus on the phasing-out of the use
of PCBs in transformers
As Maintenance Supervisor, negotiated a union agreement to increase flexibility
by establishing a trades helper group crossing traditional craft lines, heard
and decided on over 20 labour/management grievances at the second level and
followed several through to arbitration.
As Project Engineer, negotiated contract extras with UK equipment suppliers
As Head Energy Management, was the prime negotiator for the CFB Halifax Energy
Performance Contract
Equipment
and Process Control Design
Designed mechanical and process control equipment often outside the scope of
existing codes and standards. Some examples are:

25,000 psig compressor suction and discharge valves which resulted in improved
efficiency,
-
a more durable and controllable 22,000 psig reactor pressure control valve,
-
a unique recorder which indicated which specific fault had caused the shutdown
of a gas-turbine driven compressor.
