Since 1978 one or more of our Principals has worked in the energy management and energy performance contracting fields. Our experience spans: motivating and guiding institutional building managers in energy efficiency; energy bill analysis; energy retrofit planning design or implementation; energy management training; savings monitoring; ESCO development; ESCO supervision; energy efficiency program design & management support; new building design; indoor air quality; HVAC design and maintenance; and emission reduction trading. ·
Motivating
Institutional Building Managers
As staff, contractor or consultant for the Department of National Defence
we played leading roles in developing many aspects of DND’s energy performance
contracting program, beginning in 1987. This
work included influencing management decisions at bases across the country,
preparation of model documents and guidance of staff at each base through the
EPC process (See ESCO Supervision below). ·
Energy
Bill Analysis
Assisted in development during the late 1970s of utility bill analysis
software known as SUMAC®. Applied
this analysis tool to guide early building energy performance analysis for over
two thousand buildings owned by various departments or agencies of the
governments of Canada, British Columbia, Manitoba, Saskatchewan and Ontario, as
well as 100 large private sector buildings owned by Canadian office or apartment
developers or managers. ·
Energy Retrofit Planning, Design or Implementation
Conceived, and in most cases designed and supervised construction of,
energy retrofits for: Arthur Meighen Building, Canada Life Building, Centennial
College, City of Sarnia, Homewood Health Centre, Markham Suites Hotel,
Municipality of Metropolitan Toronto, Ontario Police College, Peterborough Civic
Hospital, Queensway Carleton Hospital, Royal Connaught Hotel, Scarborough Board
of Education, Sheppard Centre, Shoppers Drug Mart, Standard Life, Town of
Dryden, West Park Hospital, York University.
Several of these projects involved numerous sites.
In addition, through the hiring training and supervision of staff,
directed similar work on over 100 other facilities (including industrial plants)
in Canada. Conducted energy simulations for some 10 buildings. Co-developed
software for setting an energy target for a thousand buildings on sites owned by
departments or agencies of the governments of Ontario and British Columbia.
Co-developed energy target setting software for the City of Toronto’s
Planning & Development Department. Reviewed
over 50 ESCO energy savings feasibility studies for building owners, Ontario
Hydro or the Boiler Inspection and Insurance Company. ·
Energy Management Training Developed and delivered training workshops for landlords, property
managers, operators, and tenants of buildings owned by the Federal and
Saskatchewan governments, various public housing agencies across Canada, the
Scarborough Board of Education, Trizec and miscellaneous groups of private
landlords & tenants. ·
Savings Monitoring Co-developed
in 1978 rigorous utility bill monitoring software (SUMAC®) for the monthly
monitoring of savings. Supervised
the application of this tool to 200 buildings from across Canada every month.
Directed the use of third party software for utility bill monitoring. Twice assessed the state of the art in savings monitoring
software for public bodies. Reviewed
ESCO savings claims for over 100 facilities on behalf of Ontario Hydro and
several school boards. Expert
witness in formal arbitration hearings over savings claims. Sitting on the American Society of Heating Refrigerating and
Air Conditioning Engineers’ (ASHRAE’s) Guideline 14P committee preparing an
savings measurement
guideline. Co-chaired
the Technical Committee for the 2001 edition of the International Performance
Measurement and Verification Protocol (IPMVP).
Developed savings monitoring training material for Natural Resources
Canada. Developed and currently
delivering savings monitoring training courses for the Association Of Energy
Engineers (AEE). Sitting on the
Certification Board for AEE’s Certified Measurement & Verification
Professional program. ·
ESCO Development Co-founder and Vice President of Rose Technology Group, from 1984 to
1989, (now a leading North American ESCO known as Vestar).
In developing this firm from the ground up, performed all tasks from
project sales to collection of cash for proven savings, staff hiring and
training, project financing, contracting and sub-contracting, internal system
design, policy development, strategic planning, financial modeling and general
management. As an independent
consultant from 1989 to 1995 assisted eight ESCOs in North America develop or
deliver their services. Since 1996 assisted development of ESCOs in Brazil, China,
Honduras, Poland and Thailand, guiding and training in strategic planning,
business plan development, financial modelling and analysis, sales and
marketing, project management, and ESCO system development.
International clients have been the Canadian International Development
Agency, the World Bank, the Institution of International Education, and foreign
electric utilities. ·
ESCO Supervision
Assisted the following facility managers in developing, negotiating or
managing their relationships with ESCOs: Carleton Roman Catholic Separate School
Board, Cityhome, Defence Construction Canada, Municipality of Metropolitan
Toronto, Natural Resources Canada (various institutional and industrial
clients), Ontario Hydro (various clients), S&R Department Store, Toronto
District School Board, University Health Network, Winnipeg School District #1,
York Condominium Corporation #244. Projects for Defence Construction have a total value of
retrofit work exceeding $80 Million and were located at Canadian Forces bases at
Halifax, Gagetown, Greenwood, Ottawa, Petawawa, Trenton, Borden, Winnipeg, Shilo,
Edmonton, Cold Lake, Suffield, Comox and Esquimalt.
Developed model ESCO documents for Public Works Canada, and Natural
Resources Canada (FBI). Wrote a handbook published by Natural Resources Canada to
assist building managers in managing ESCO projects.

Energy Efficiency Program Design & Management Support Researched and advised on policy options, develop management techniques, and/or
assess funding applications for the following energy efficiency programs: Energy
Mines & Resources (Canada’s former ‘FEMP’), Natural Resources Canada
(Industrial Programs), Ontario Hydro (‘GEPP’ and Savings Procurement).
Reviewed the effectiveness of Ontario community college energy management
activities. Analyzed the SUMAC®
building energy use database to advise on policy issues for Energy Mines &
Resources. Assessed Canadian ESCO
staff training needs for the Canadian International Development Agency. Sat on a public review panel for the Toronto Integrated
Electrical Service (‘TIES’) study. Developed
strategy for energy management in large & small facilities funded by the
Ontario Ministry of Community and Social Services for the developmentally
handicapped. Assessed large
public housing building water consumption patterns for Ontario Housing
Corporation. Advised on the
establishment of what is now known as Toronto Better Buildings Partnership.
Researched and advised Natural Resources Canada on strategies for
encouraging use of renewable energy technology in federal facilities, and for
interesting ESCOs in applying ground source heat pumps.
Sitting on ASHRAE’s TC9.6 regarding system energy use, past chairs of
research and program sub-committees, and active co-developer of an energy
auditing guideline. ·
New Building Design Participated
in review of design plans for two new large buildings.
Conducted market research for Consumers Gas and Union Gas on the
motivators for energy efficient design of new buildings. ·
Indoor Air Quality
Measurement and assessment of indoor air quality
conditions and advice on strategies for remediation for 12 clients (large &
small, public and private but all unnamed for reasons of confidentiality).
Wrote a published handbook for Natural Resources Canada on coordinating
energy efficiency and indoor air quality objectives.
Sat on CSA’s committee preparing CSA Z204-94 on office building IAQ.
Sat on ASHRAE’s Environmental Health Committee and chaired its
Education sub-committee. · HVAC Design/Maintenance Design for modifications in buildings owned by Slough Estates Canada, Ontario Ministry of Government Services, and Public Works & Government Services Canada. Developed equipment maintenance management plans for the plant department of the Hastings County Board of Education. Chaired the ASHRAE Toronto Chapter Energy & Technical Affairs committee for four years and sat on the Chapter Board of Governors for four years.\
· Emission Reduction Trading Authored five emission reduction credit claims for 4 clients and facilitated two actual emission credit trades. Advised the federal government on verification procedures for its pilot greenhouse gas reduction projects. Active volunteer participant in many aspects of the Pilot Emission Reduction Trading (PERT) program in Ontario. Active founding member of Clean Air Canada Inc. |
